Principles of disseminating statistical data

Official statistics ensure that everyone has equal, simultaneous and equivalent access to statistical data.

Individual and personal data collected and compiled in public statistics surveys are subject to special protection. They are covered by statistical confidentiality, which means that they may not be disclosed or published – they are used exclusively for statistical studies, compilations and analyses, and for the preparation of survey documentation by public statistics authorities.

Aggregated data may also not be published or made available if it is possible to link them to a specific individual or business entity. In the case of individual data, this means that information characterising the economic performance of business entities may not be disclosed if a given aggregation comprises fewer than three entities or if a single entity’s share in a specific compilation exceeds three-quarters of the total.

Requests for unpublished data and for information from official registers are subject to a fee. The basis for calculating the costs of providing data is the currently applicable ‘Price List for Services Provided by Public Statistical Services’.

Scope and form of disseminating statistical data

The scope and form of the statistical information made available are set out in the Public Statistics Survey Programme, which is approved annually by the Council of Ministers.

Any other aggregations of statistical data, apart from those listed in the Programme, may be carried out (whilst maintaining statistical confidentiality) upon special request by the recipient, subject to a fee.
